Our Schools Protect Students from Harassment, Intimidation, and Bullying (HIB)

The Hockinson School District is committed to creating school environments that are safe, welcoming, and positive. We want our schools to be inclusive and free from Harassment, Bullying and Harassment (HIB).

What is HIB?

State law defines HIB in RCW 28A.600.477(5)(b)(i) as “any intentional electronic, written, verbal, or physical act including, but not limited to, one shown to be motivated by any characteristic in RCW 28A.640.010 and 28A.642.010 (discrimination based on a protected class) or other distinguishing characteristics, when the intentional electronic, written, verbal, or physical act:

(A) Physically harms a student or damages the student’s property;

(B) Has the effect of substantially interfering with a student’s education;

(C) Is so severe, persistent, or pervasive that it creates an intimidating or threatening educational environment; or

(D) Has the effect of substantially disrupting the orderly operation of the school”

HIB may involve an observed or perceived power imbalance and is repeated multiple times or is highly likely to be repeated. HIB is not allowed, by law, in our schools.

How can I make a report or complaint about HIB?

Talk to any school staff member (consider starting with whoever you are most comfortable with!). You may use our district’s reporting form to share concerns about HIB but reports about HIB can be made in writing or verbally. Your report can be made anonymously, if you are uncomfortable revealing your identity, or confidentially if you prefer it not be shared with other students involved with the report. No disciplinary action will be taken against another student based solely on an anonymous or confidential report.

If a staff member is notified of, observes, overhears, or otherwise witnesses HIB, they must take prompt and appropriate action to stop the HIB behavior and to prevent it from happening again. Our district’s HIB Compliance Officer, Superintendent Steve Marshall, supports prevention and response to HIB.

If you are concerned about discrimination or harassment, we encourage you to talk to a Coordinator or submit a written complaint. You may contact the following school district staff members to report your concerns, ask questions, or learn more about how to resolve your concerns.

OEO provides informal conflict resolution tools, coaching, facilitation, and training about family, community engagement, and systems advocacy. 

U.S. Department of Education, Office for Civil Rights (OCR)

The U.S. Department of Education, Office for Civil Rights (OCR) enforces federal nondiscrimination laws in public schools, including those that prohibit discrimination based on sex, race, color, national origin, disability, and age. OCR also has a discrimination complaint process.

Southwest Washington Crisis Line

Dial 988: Suicide & Crisis Lifeline

When people call or text 988, they will be connected to trained call specialists that are part of the existing National Suicide Prevention Lifeline network. These trained call specialists will listen, understand how their problems are affecting them, provide direct support, and connect them to their regional crisis services if necessary to provide local resources or an in person response. Available in multiple languages. 

Crisis Text Line

This text helpline offers 24/7/365 emotional support and resources for people experiencing any type of crisis. Text HEAL to 741-741 to start a conversation with a trained volunteer crisis counselor. 

Teen Line

The teen line offers peer support by teens for teens through a hotline (6–10 p.m.), a text line (5:30–9:30 p.m.), a message board, and email. It also provides a blog, information, and resources.

Your Life Your Voice

This website offers four ways to get help. Youth can talk to counselors 24/7, chat Monday – Friday from 6 p.m. to 12 a.m., text from 4 p.m. – 1 a.m. (CST), or send an email. You’ll also find tips on building coping skills and dealing with grief, a bulletin board, and videos.

Prevent Coalition

Connection is the best prevention. Prevent Coalition (Prevent) is a community coalition formed in 2003 to increase collaboration, awareness, and reduce youth substance use in Southwest Washington including Clark, Klickitat and Skamania counties. Learn more on their website!

Clark County Teen Talk

Clark County Teen Talk is a nonjudgmental, peer-to-peer support line. They are here to listen to every kind of teen in any kind of situation. The organization exists so you have a place to feel safe to talk about your problems.
