Summer Academic & Wellness Program

The American Rescue Plan Elementary and Secondary School Emergency Relief (ARP ESSER) Fund requires state education agencies, such as OSPI, distribute ESSER funds to school districts via the Title I funding formula. The law also requires funds be used to develop an Academic and Student Well-being Recovery Plan.

Below is an overview of the plan approved by the Hockinson School Board at its Regular Meeting on May 24, 2021.

Academic and Student Well-being Recovery Plan

Hockinson School District(HSD) is preparing to submit our Academic and Student Well-being Recovery Plan to the Office of the Superintendent of Public Instruction (OSPI) by June 1, 2021. The draft of this plan was presented for action to the Hockinson School Board on Monday, May 24, 2021.

Information about the plan is summarized below and we encourage our Hockinson community to provide feedback.

Overview

The Hockinson School Board will vote on the HSD Academic and Student Well-being Recovery Plan on Monday, May 24 at the regular board meeting. This plan is a requirement to receive Elementary and Secondary School Emergency Relief (ESSER) III funds, which is part of the American Recovery Plan. All school districts in Washington are required to submit a Phase I plan to OSPI by June 1 with school board approval, publicly post the plan, and provide opportunities for public comment.

The development of the Academic and Student Well-being Recovery Plan and broader planning work for the coming school year are guided by the district’s strategic plan and the student outcome priorities identified by the Board in the areas of literacy, numeracy, high school graduation, and social emotional learning, as well as our community values of community engagement, cultural responsiveness, and anti-racism. The plan summarized below follows a template created by OSPI for all districts. While this plan serves as a beginning guiding vision for the district, work with educators and community will be ongoing as we work to bring HSD students back in-person, full-time and five days a week this coming fall. Additional details on how ESSER III funds will be used and specific action plans will be shared publicly as they are created.

Instructional Model for 2021-22

Based on state requirements from the governor and state superintendent, as well as the district’s desire to best serve our students, Hockinson School District will have five full days of in-person instruction at all schools in the fall. We are committed to working with our community and staff to open schools and welcome back all students who wish to return to in-person learning.

We are also developing virtual options for students who decide to stay fully remote. More information about these virtual options will be available as they are developed.

Plan Themes

The HSD Academic and Student Well-being Recovery Plan addresses six themes, required by OSPI:

  • Student Well-being
  • Student and Family Voice
  • Professional Learning
  • Recovery and Acceleration
  • Diagnostic Assessment Tools
  • Community Partnerships

These themes are in addition to health and safety processes and protocols already approved by the school board and that meet requirements of the Department of Health, CDC, and Public Health.

 

Student Well-being

Hockinson School District is developing a comprehensive plan for the well-being of all students during the 2021-22 school year and beyond. This plan will include, but is not limited to:

  • Supports such as family outreach, community circles, restorative practices, social emotional and trauma informed lessons and supports incorporated into daily instruction;
  • Clear access points, communication, and triage processes for school leaders and educators on how to identify students in crisis and access appropriate acute or longer-term supports for them;
  • Strengthening of partnerships with community-based organizations and culturally relevant agencies with a focus on mental health, counseling and supports;
  • Evaluation of student progress and effectiveness of supports/interventions using student and family climate surveys.

Social Emotional Learning (SEL) will also be an intentional focus for the 2021-22 school year and will include:

  • Establishing two-way communication with student, family, and community partners regarding SEL practices;
  • Collaborating with content specialists to embed SEL skills across all content areas;
  • Aligning educational justice with SEL lessons and practices.

 

Student and Family Voice

In support of a strong start to the 2021-22 school year, Hockinson School District will solicit feedback from students, families, and staff through surveys, parent feedback, and in-person conversations.

Additionally, as part of developing the district's recovery plan for fall, the following feedback tools will be available this fall

  • Online survey on the district webpage
  • Student surveys administered in the school

Professional Learning

Professional learning is central to implementation of this Academic and Student Well-being Recovery Plan and will include, but is not limited to:

  • Support for culturally responsive instruction
  • Support for inclusive practices including, but not limited to Multi-tiered Systems of Support (MTSS)
  • Continued professional learning specific to curriculum with an emphasis on K-5 reading.
  • Introduction of Social Emotional Learning sessions focused on educator practices, staff wellness, and anti-racist SEL approaches for students

These professional development sessions will provide guidance on curriculum, assessment, and instruction to promote culturally relevant, antiracist practices and to maintain high, standards-based expectations for all students.

 

Academic Recovery and Acceleration

Hockinson School District is committed to supporting our students as we return to full day in-person learning using the lessons we’ve learned during the last year. Student learning depends on strong partnerships and relationships between families and our educators.

This commitment begins this summer with a recovery and acceleration program. This program includes the following. The specific details about each option and how to participate will be available in early June.

  • Universal Support for All Students
    •  Six Week Literacy Enrichment Program
  • Targeted Support for students with the greatest need in literacy
    • Reading support
    • English Language Learner support
  • Elementary Specific
    • Pre-K getting ready for school event in July or August 2021
  • Middle School Specific
    • Week-long STEM enrichment experience***
    • Transition day for 5th - 6th grade students in August 2021
  • High School Specific
    • Credit Recovery Summer School for 9-12
    • Transition day for 8th-9th grade students in August 2021
  • Partnership
    • Student scholarships to Community Education seek-long camps

Diagnostic Assessment Tools

Hockinson School District has a collection of tools to collect both quantitative and qualitative data including, but not limited to:

  • Standards based grading
  • Continuous School Improvement Plans
  • State assessment data
  • Individual school emotional well-being survey data

  • Classroom based assessments

Community Partnerships

As a rural school district in a community that is not incorporated; fewer community organizations operate in the rural area of Hockinson School District as compared to the city of Vancouver and its urban growth boundaries. Hockinson School District currently partners with:

As part of the Academic and Well-being Student Support Plan, Hockinson School District will seek out new partnerships with organizations who are currently in the greater Vancouver area and provide service and support to the student groups identified in the student support plan.

 

Health and Safety

Hockinson School District will continue to monitor and comply with the most up-to-date health and safety regulations and guidelines.

Next Steps...

* Phase 1 – June 1, 2021

Submission of Academic and Student Well-being Recovery Plan to the Office of the Superintendent of Public Instruction (OSPI). HSD staff will then develop action plans, June – September 2021.

* Phase 2 – November 2021

Review and analyze student data from the implemented Phase 1 strategies and interventions for each student group identified in the Recovery Plan. HSD will then adjust and begin longer-term planning of strategies and interventions for implementation over the winter and through the 2021-22 school year.

* Phase 3 – April 2022

Continue to revise and improve strategies and interventions that were implemented in Phases 1 and 2 using student data. HSD will then engage in creating long-term, sustained strategies for the 2022-23 school year and beyond.
