Julie Dobbins, HSD Personnel Director, was recognized for outstanding leadership in the District 3 Region at the 2026 Washington School Personnel Association's Annual Conference.

Dobbins [pictured L], who has worked in the district since 2013, was nominated by her counterpart in the Woodland School District. Her nomination received the most votes from personnel directors across District 3, which roughly encompasses ESD 112 region.

"This award is so well deserved," said HSD Superintendent Steve Marshall. "Julie cares about our employees and our district. She also cares about her job and doing it effectively and legally. Julie always takes the time to support our employees and her colleagues. She's knowledgeable and respected here and around the state," Marshall added.

Ultimately, a school district's biggest investment is in its staff. Roughly 87% of the HSD's annual operating budget goes to employee salaries and benefits. Julie helps to attract and hire great employees and works tirelessly to support them so they can best keep the focus on our students.
